The design under the eagle look similar to a plane control wheel. Could it be the stickin of a pre-war (no swastika) pilot association?

Le motif situé sous l'aigle rappel la forme des commandes d'un avion. Cette épinglette pourrait-être celle d'une association de pilotes datant d'avant-guerre (absence de Swastika)?
